Comprehensive
Land Claim Agreements
As you are aware, the Government
of Canada contracting process can be complex. Officers
responsible for contracting must take a number of variables
into account to ensure that the contracting process is
undertaken in a manner that reflects the Government of
Canada Government Contracts Regulations and policies. What
is not always evident are the other frameworks within which
contracting should be conducted, such as the obligations
contained in 20 of the 22 Comprehensive Land Claims Agreements
(CLCAs) that Canada has concluded with First Nations signatories
across the country.
The complexity of these agreements
has fostered uncertainty across the federal family about
the
nature of federal obligations
and the means through which those obligations should
be fulfilled.
Also, there is the Procurement
Strategy for Aboriginal Business (PSAB) initiative that
must be taken
into consideration
under specific contracting situations.
Dennis Brunner
and Dolores Coelho from Indian and Northern Affairs Canada
will deliver a presentation that will
discuss how CLCAs and PSAB impact your procurement
and contracting
requirements.

Dennis is a long-time
public servant with over 37 years of experience with
a majority of this
time
spent in
the field of acquisition as a contracting officer,
trainer
and manager. Dennis is currently a Senior Advisor
at INAC and is responsible for the development
and launch
of CLCA.NET.
Dennis's accomplishments in the field of acquisition
include, Green Procurement and the development
of the Aboriginal
Considerations in Procurement (ACP) course
which was recognized by the MMI in the area of innovation.
In
addition, Dennis
has recently launched the development of a
Guideline
that will aid the contracting and project management
community,
in the federal public service, who carry-out
contracting in CLCA areas.
Dolores Coelho,
A/Senior Program Officer, Procurement Aboriginal Business
Promotion Directorate,
Indian and Northern Affairs
of Canada
Dolores joined Indian & Northern
Affairs Canada (INAC) in 1999. In Sept 2000 she joined
the Procurement Strategy
for Aboriginal Business in which she currently occupies
the position of Senior Program Officer. Over the years,
Dolores has had the opportunity to deal with any of the
Aboriginal Businesses and has assisted many Procurement
and Contracting Officers in dealing and answering any questions
that they had when dealing with procurement and or contracting
issues when applying the PSAB set-aside program.
In her
current position, she is also a member of the Procurement
Review Committee and has recently been given the opportunity
to assist in the Senior Procurement Advisory Committee
to assist in applying Aboriginal opportunities in Major
Crown Projects. You can definitely use her as a main
point of contact to assisting in your contracting needs
as it
relates to the PSAB.
Previously to joining INAC,
Dolores was a Regional Coordinator for one of Canada's
largest
Financial Companies and was
mainly responsible for the day to day operations of
the Administration, Staff and training of Sales Representatives.
Therefore, she brought and continues to build a great
relationship with her clients, stakeholders and most
of the Aboriginal
Businesses.
