Professional Development and Certification Program (PDCP)
At last, the Procurement, Materiel Management
and Real Property Community will have access to its own Government-wide
Professional Development and Certification Program (PDCP).
What is the PDCP?
The PDCP was initiated in response to
Ministerial direction to develop and phase-in a program of certification
for procurement specialists. This initiative was then expanded to
include employees involved in Materiel Management and Real Property.
The PDCP will provide you with a variety
of learning tools to help you acquire the skills, knowledge and
expertise to meet evolving and complex business needs, government
priorities and management initiatives including Procurement Reform,
Modern Comptrollership, and the Modernization of Human Resources
Management.
Why is the PDCP important to you and what
does it provide?
You are a vital partner in the delivery
of federal government programs and services. To succeed in this
complex environment, employees need upgraded skills and knowledge
in a variety of areas, many of which are unique to how we operate
in the federal government. Therefore it is important that the program:

Provides standardized knowledge and skills that
are transferable across functions and departments; |

Is bilingual and government-based; |
| • |
Builds on existing government and private-sector
learning programs and courses; |
| • |
Is supplemented by existing private and public-sector
certification programs; |
| • |
Respects the diversity and specialized needs of
departments and/or subject matter area; and |
| • |
Recognizes employees’ acquired knowledge,
skills and experience. |
What Does the Program Offer?
In support of the Program’s objectives, a number
of learning tools have been developed and are described in The
Learning Toolkit. They include:

A Guide to the
Core Competency Profile and Assessment Tool
Identifies and defines the competencies common to the three
areas that comprise the Community. It includes a web-based Assessment
Tool for managers and employees to create a competency profile
and assess strengths and gaps to help develop an individual
learning plan focused on learning solutions that are provided. |

Program Curriculum of Courses
and Learning Solutions, and a Continuous Learning Course Catalogue
The Curriculum identifies core and function-specific learning
solutions to assist in developing the knowledge and skills required
of the Community. The target population for courses is: Procurement,
Materiel Management and Real Property practitioners and their
supervisors, as well as those who aspire to these positions.
Operational managers who must knowledgeably access the services
delivered by these practitioners, and senior managers who receive
and are responsible for directing the delivery of these services
within their departments are also included. |

What about Certification?
Certification supports the PDCP's goal
of increased professional recognition for the Community and offers
a professional designation to formally acknowledge an employee's
level of achievement. Procurement specialists can acquire certification
as a Certified Federal Specialist in Procurement (CFSP), and those
in Materiel Management can acquire certification as a Certified
Federal Specialist in Materiel Management (CFSMM). The Canadian
General Standards Board's standard on Competencies of the Federal
Government Procurement, Materiel Management and Real Property Community
(CGSB-192.1-2005) defines the competencies and related knowledge,
training and experience requirements for learning, professional
and career development and certification. The Professional
Development and Certification Program Manual and Certification Application
and Maintenance Handbook provide information on how an
applicant will be assessed against the requirements outlined in
the standard, and the process and forms to apply for and maintain
professional certification.
