December 5, 2006 – Federal Accountability Act and Action Plan

On April 11, 2006, the Government of Canada introduced the Federal Accountability Act and Action Plan, in fulfillment of its commitment to make government more accountable.  One of the centerpieces within the proposed Act involves enhancing the confidence of Canadians with respect to the integrity, fairness, openness and transparency of the federal procurement process. To this end, the proposed Act contains a number of measures specifically related to the federal procurement process, including:

  • The introduction of integrity provisions within government contracts;
  • The establishment of a Procurement Auditor;
  • Providing accreditation and training to procurement officers;
  • The establishment of a new Procurement Policy suite; and
  • The introduction of a Code of Conduct for Procurement to consolidate existing conflict-of-interest and anti-corruption policies.

The Hon. Pierre Poilievre M.P., Parliamentary Secretary to the President of the Treasury Board, will discuss the procurement provisions contained within the proposed Act, why the Government of Canada feels that these measures are needed, and how the Government intends to implement these new measures upon enactment.  A brief question-and-answer session will follow.
