CIPMM IS PLEASED TO EXTEND AN INVITATION ON BEHALF OF THE TREASURY BOARD SECRETARIAT TO ATTEND 1) A FOCUS GROUP ON CAPACITY BUILDING; AND 2) AN INFORMATION SESSION ON THE PMM CERTIFICATION PROGRAM

You are invited to attend a Focus Group on Capacity Building (e.g., recruitment, retention, professional development, succession planning) in the PMM community led by members of the Procurement, Materiel Management and Real Property (PMMRP) Community Management Office at the Treasury Board Secretariat.

Additionally, you are also invited to attend an Information Session on the Certification Program for the PMM Community, led by the Personnel Certification Division, Canadian General Standards Board (CGSB).

CONTEXT:
In an effort to continue the capacity building efforts in the PMM community, and in support of Public Service (PS) Renewal, a PS-wide capacity building exercise is underway to ensure a healthy, sustained and collectively managed community to deliver relevant, quality services now and in the future. A similar effort is being undertaken for the Real Property community.

In partnership with departments and agencies, several initiatives in the areas of employee development and recruitment have been undertaken over the years to ensure a professional and vibrant community, such as the Learning Framework and Toolkit; the establishment of core competencies and assessment tools; the first-ever Certification Program, designed and developed for PMM specialists, providing a recognized professional designation based on the Standard for Competencies for the Federal Government PMMRP Community (CGSB-192.1-2005); and most recently, a national collective recruitment campaign undertaken in the spring 2008, resulting in a fully assessed PG-01 pool from which hiring managers can draw from.

1) FOCUS GROUPS ON CAPACITY BUILDING:
As one of several preliminary steps in helping to better understand what the current PMM capacity/renewal challenges and needs are in departments and agencies, focus groups are being conducted in a number of regions across the country as part of a comprehensive diagnostic. The diagnostic will assist in:

• understanding the true nature and extent of the issues confronting the community;
• clearly identifying the capacity gaps; and
• establishing a 5-year capacity building strategy for the community.

2) INFORMATION SESSIONS ON THE CERTIFICATION PROGRAM FOR THE PROCUREMENT AND MATERIEL MANAGEMENT COMMUNITY:
Delivered by CGSB, the first part of the session provides an overview of the Certification Program, an explanation of the 5-¬step certification process and a demonstration of the Certification Program Web site. The second part consists of demystifying the enrolment process via a review of the different forms that candidates must submit, including the forms required for requesting a course equivalency and describing experience and achievements.

The session is intended for functional specialists who are considering enrolment in the program and require more information; and for specialists who are already enrolled and require clarity with respect to the requirements to become certified. The session is also recommended for managers and supervisors, as it will provide key information to enable them to support their employees throughout the certification process.

REGISTRATION:
PMM functional specialists, PMM managers and regional HR directors/managers interested in attending the focus group and/or information session are kindly asked to register with pdp-ppp@tbs-sct.gc.ca. The number of participants will be limited to 25 on a first come first-serve basis.

The dates and locations of the focus groups and information sessions are provided below. When registering, please indicate whether you are registering for both the focus group and the information session.

For more information about the PMMRP Community Management Office, visit www.tbs-sct.gc.ca/pd-pp; and for information regarding CGSB and the Certification Program, please visit the CGSB Web site at http://www.tpsgc-pwgsc.gc.ca/cgsb/certpers/index-e.html

In closing, we would like to thank the PMM community members and Federal Regional Councils who have taken the lead in co-ordinating logistics. We are very impressed with the level of interest and commitment, and we look forward to hearing from the community.
